Australian & Canadian Universities: Eager to Work Collaboratively with Indian HEIs
I It is encouraging that international universities from Australia and Canada are eager to collaborate with Indian HEIs. The eagerness stems from the Indian government's efforts to promote and collaborate with foreign universities. The government established the UGC regulations 2022 policy as part of the country's National Education Policy 2020 in order to encourage foreign universities to establish campuses in collaboration with Indian HEIs.
Insiders say that plans for collaboration include offering joint and/or twinning programmes, dual degree programmes, and the establishment of satellite campuses in India. Sources say that the University Grants Commission, the country's higher education regulator, has held a series of discussions with representatives from many foreign universities and has recently issued a set of regulations.

In a letter to the vice chancellors of all Indian universities, Rajnish Jain, secretary of the UGC, stated, "These regulations will promote enhanced academic collaboration with foreign higher educational institutions, leading to academic and research excellence in Indian institutions."
Twinning programmes will be a collaborative arrangement in which students enrolled in an Indian university will be able to pursue their studies in India, in accordance with relevant UGC regulations, and in a foreign university.
"The recent visit by India's education minister to Australia reinforces the importance of this relationship to both nations and provides an opportunity to strengthen existing partnerships and forge new ones," says Catriona Jackson, CEO of Universities Australia. Universities in Australia and India have 452 formal partnership agreements, which is more than four times the number in 2007.
Universities in Canada are also upbeat about the possibilities of working together with Indian institutions. According to Karl Oczkowski, assistant director of communications at Universities Canada, "Canadian universities are open to partnerships to strengthen relationships and enhance collaboration between our institutions for the benefit of all Canadians and Indians."
