HEC Warns Students About Violations in TNE Programs
T The Higher Education Commission of Pakistan (HEC) has issued a cautionary statement to students and parents regarding violations committed by Pakistani institutions in their Transnational Education (TNE) programs. TNE programs entail collaborations between foreign universities and Pakistani institutions.
Expressing serious concerns, the HEC has observed that certain Pakistani institutions are disregarding HEC policies when admitting students into TNE programs. Consequently, some students are encountering difficulties in having their degrees acknowledged by the HEC.
To mitigate these issues, the HEC has notified all recognized domestic higher education institutions (HEIs) in Pakistan, which provide courses leading to foreign qualifications, to ensure strict compliance with the legal and procedural requirements stipulated in the government's TNE policy. Failure to adhere to these guidelines will result in the non-recognition of the degrees of students found in violation.

The British Council, an organisation dedicated to promoting UK education internationally, has acknowledged the significance of the HEC's warning. It emphasises the necessity for overseas universities, including those from the UK, to exercise due diligence when collaborating with local partners.
Furthermore, the British Council stresses the importance of adhering to Pakistan's policies and meeting the standards established by local regulations. This approach will help minimise any potential harm to the reputation of UK institutions and ensure uninterrupted business relations with their counterparts in Pakistan.
As the regulatory authority for higher education in Pakistan, the HEC places considerable emphasis on assuring the quality of TNE provision in the country, given the recent surge in the number of TNE students.
According to the British Council, the total number of students enrolled in UK TNE programs in Pakistan has risen by 49%, from 5,950 in 2018-19 to 8,200 in 2020-21. Most of these students (95%) are pursuing distance learning and online education programs.
The HEC's warning serves as a reminder to students and parents to conduct thorough research on TNE programs before enrolling. It is crucial to verify that the program is offered by a recognized HEI and meets the HEC's established standards.
