With Uniformity in Mind GOI Proposes New Regulator – PARAKH
T The Government of India intends to develop a benchmark framework for evaluating secondary and higher secondary students to promote uniformity among state and central boards, which currently use various evaluation standards and cause significant score disparities.
To reach a consensus on how to carry out the plan for uniformity, which includes the creation of a new assessment regulator, the National Council of Educational Research and Training (NCERT) has met with representatives of state boards and State Councils of Educational Research and Training (SCERT) over the past few months.
Reports have claimed that PARAKH (Performance Assessment, Review and Analysis of Knowledge for Holistic Development), the proposed regulator, will function as a constituent component of the NCERT. The proposed body will undertake recurring learning outcome assessments like the State Achievement Surveys and the National Achievement Survey (NAS).

Most state boards with which it met supported the NEP's two-semester board exam. Many board members believe that the idea of two board exams will boost students' test results. States also gave a thumbs up to offering two different mathematics exams: one to assess basic skills and the other to assess higher-level proficiency.
Justifying the proposal, a Ministry of Education official said, "It will help reduce the fear of math among students and encourage learning. We also used the meetings as a sounding board on the NEP proposals to have two sets of question papers for most subjects: one with MCQs (multiple choice questions) and the other with descriptive questions. "The response was encouraging."
