Quebec Suspends the PSW Pathway at Private Colleges for International Students

T The Quebec government's decision to end pathways for international students from private colleges will have a significant impact on Indian students. Graduates were previously permitted to pursue post-graduate employment opportunities that could eventually lead to permanent residency in Canada.

Following an investigation into "questionable practices" at several private colleges, the Quebec and Canadian governments jointly announced the suspension of the PSV pathway. The Québec Ministry of Higher Education conducted audits and discovered major problems with certain unsubsidized private colleges. The investigation revealed questionable practices in terms of recruitment, business practices, governance, and teaching conditions.

M College, CDE College, and CCSQ, were the private colleges owned by the same company that filed for creditor protection this year after accepting tuition payments from students. M College and CDE were previously barred from enrolling international students after being accused of questionable recruiting practices in India.

Immigration Minister Jean Boulet of Québec stated in a joint news release, “It is important to take action to protect the integrity of our immigration programs.”

The National Association of Career Colleges termed the move as “disappointing." "Regulated career colleges play an important role in the Québec and Canadian economies, both of which are desperate for skilled workers to fill labour gaps in critical industries," said CEO Michael Sangster in a statement. This policy is a setback for our country's international student policy and economic recovery."
