Saskatchewan Provides Reduced Tuition Rates to Ukrainian Students under Travel Program

S Saskatchewan's Ministry of Advanced Education has announced that Ukrainian students who arrived in the Canadian province under the Canada-Ukraine Authorization for Emergency Travel (CUAET) program will now be eligible for domestic tuition rates instead of international fees. The CUAET program grants Ukrainians and their family members extended temporary status, allowing them to work, study, and reside in Canada until it is safe for them to return home.

Previously, Ukrainian arrivals under the CUAET program were not classified as refugees, resulting in them being required to pay higher international student tuition rates if they wished to pursue post-secondary education. However, the Saskatchewan government has taken steps to address this issue by providing additional funding to support these students.

A spokesperson from the Saskatchewan Ministry of Advanced Education expressed the province's commitment to supporting Ukrainian individuals who sought refuge in Saskatchewan due to the war in their home country. Starting from the upcoming fall semester, Ukrainian newcomers graduating from high school and wishing to pursue post-secondary studies, as well as others seeking to continue their education in Saskatchewan, will be able to pay domestic tuition rates.

The spokesperson highlighted that this financial support aims to alleviate "serious hardship" faced by those who had to flee Ukraine and are now striving to establish a new life in Saskatchewan. It is important to note that only Ukrainian students who entered Canada through the CUAET program are eligible for this tuition reduction. However, the spokesperson emphasised that various financial support options for international students are available through post-secondary institutions.

The Saskatchewan government, in collaboration with post-secondary institutions, is currently determining the details of the funding process. Updates regarding the program will be provided on Saskatchewan.ca, as announced by the government. Minister of Advanced Education Gordon Wyant reaffirmed the government's commitment to supporting Ukrainian individuals seeking refuge in Saskatchewan, particularly the graduating high school students who will benefit from this initiative.

Approximately two dozen Ukrainian students graduating from high school in Saskatchewan this spring may be eligible to pay domestic tuition rates. Gerald Luciuk, Chair of the Saskatchewan-Ukraine Relations Advisory Committee, expressed gratitude for the support provided by the Saskatchewan government and various community organisations and individuals who have welcomed and assisted the Ukrainian arrivals.

He emphasised their contributions to communities, the labour force, and the cultural diversity of Saskatchewan, expressing the hope that they would become permanent residents and contribute to the province's growth and future.

While some social media users called for similar levels of support for refugees from other countries like Afghanistan and Sudan, the Saskatchewan Ministry of Advanced Education clarified that international students with refugee status are already eligible for domestic tuition rates. Universities Canada welcomed the policy, stating that universities across the country embrace refugees and displaced persons, providing valuable settlement services and supporting their access to post-secondary education.
