Vietnam Plans to Internationalise Vocational Education and Training

A According to experts, Vietnam's vocational education and training sector needs a national strategy to continue growing and internationalising. Experts advise that in order to establish internationalisation goals with "realistic timelines," identify strategic geographic and subject/industry priority areas, and launch initiatives to "support the sector's internationalisation efforts," the Ministry of Education and Training should consult significant national stakeholders.

Following the introduction of an EU-funded VET Toolbox in September 2021 and after taking expert advice into account, Vietnam announced plans to internationalise its vocational education and training.

The initial goal of the project was to build a qualifications framework for Vietnamese institutions, with the expectation that recognition of certificates would give Vietnamese students access to employment opportunities in both domestic and international markets, as well as opportunities for higher education in the UK.

Speaking about the project, Fabrizio Trifiro, head of Quality Benchmarking Services at Ecctis, told the media, "A national international education strategy would provide a strategic framework for coordinating and channeling in the most effective and efficient ways the internationalisation efforts of the VET sector, with support from the different parts of government."

Pham Vu Quoc Binh, deputy director general of the Vietnam Directorate of Vocational Education and Training, also spoke on the plan to internationalise vocational training in Vietnam. The project and its findings, he claimed at the project's final dissemination workshop in July, "have opened many opportunities for future discussion and collaboration between the UK and Vietnam partners."

Vietnam can now consider developing sector-wide programmes and resources to improve the language skills of VET staff and students. Hoang Van Anh, Director of Education and Society at the British Council Vietnam, added. She further stated, "To facilitate student and staff mobility, international partnerships, as well as international student recruitment, Vietnam’s education system in recent years has achieved positive results in improving the foreign language capacity of Vietnamese students and staff, particularly English language capacity as today’s global language and other foreign languages of strategic importance for Vietnam."
